Para lograr dar respuesta a esta necesidad, a partir de la Ley 99 de 1993, la Corporación Autónoma Regional de Cundinamarca (CAR), es la encargada de ejecutar las políticas, planes, programas y proyectos sobre el medio ambiente y recursos naturales para lograr el desarrollo sostenible en los municipios de su jurisdicción, por lo que dentro del Plan de Acción cuatrienal 2020 – 2023 de la CAR, se estableció el programa “Educación, Comunicación y Conocimiento Ambiental”, el cual, tiene como una de sus metas desarrollar estrategias para la asesoría técnico social a los entes territoriales en la formulación e implementación de la Política Nacional de Educación Ambiental mediante los Planes Territoriales de Educación Ambiental, los cuales, se constituyen como la carta de navegación de los CIDEA municipales, organizando y dinamizando las iniciativas territoriales en materia de educación ambiental (CAR, 2019). El objeto de este proyecto es apoyar el fortalecimiento de la gestión ambiental que realiza la Fundación “Natural Planet” en el marco de la CAR, a los municipios de la Dirección Regional Bajo Magdalena, Guaduas, Caparrapí y Puerto Salgar con el fin de ejecutar y analizar los “Planes Territoriales de Educación Ambiental” respectivamente; presentando un escenario de contextualice y permita materializar la Educación Ambiental de la zona de estudio.In Colombia, since the 1990s, environmental education has been established as a valuable tool for the training of individuals aware of the need to build a society that responds to the search for social well-being, and that allows the collective construction of values that guarantee long-term changes through the search for an institutional strengthening strategy that allows carrying out an adequate educational environmental management to solve social problems taking into account the context and the relationship between the population, the territory and the environment.
