Hernández Peña, Yolanda TeresaGallo Navarro, Dubelly Yulietha2025-10-022025-10-022025-08-11http://hdl.handle.net/11349/99427La presente tesis tiene como objetivo establecer, desde la teoría de la justicia ambiental, lineamientos que permitan incluir de manera efectiva la participación de los habitantes de las veredas “Mochuelo Alto” y “Mochuelo bajo” de la localidad Ciudad Bolívar de Bogotá D.C., en el proyecto de optimización del Relleno Sanitario de Doña Juana (RSDJ) -fase III- para corregir las situaciones de injusticia ambiental generadas, en anteriores oportunidades, sobre dicha población.En orden a lo anterior, el presente trabajo de investigación se divide en cinco capítulos. En el primer capítulo se presenta el planteamiento del problema, la justificación de la relevancia y pertinencia de su estudio y los objetivos (general y específicos) del mismo. En el segundo capítulo se precisan los elementos de orden conceptual, teórico y legal desde donde se abordará el asunto de la participación en la población objeto. En el tercer capítulo se delimita y estructura el diseño metodológico de la investigación en orden procedimental (por etapas) y esquemático. En el cuarto capítulo se recogen y discuten los resultados en torno a tres tópicos nodales para el estudio: (i) el estado del conocimiento a nivel mundial respecto de los enfoques de participación para la gestión de Residuos Sólidos Urbanos; (ii) las condiciones históricas de injusticia ambiental propiciadas con la implementación y ejecución de las diferentes fases de desarrollo del RSDJ que padecen los habitantes de las veredas “Mochuelo Alto” y “Mochuelo bajo”; y, (iii) los lineamientos de participación comunitaria propuestos, desde la justicia ambiental, para el proyecto de optimización del RSDJ-fase III. Y, en el quinto y último capítulo, se recogen las conclusiones para cada uno de los objetivos específicos propuestos en orden a decantar los elementos necesarios a una conclusión del objetivo general de este estudio.The objective of this thesis is to establish, based on the theory of environmental justice, guidelines that allow for the effective participation of the inhabitants of the villages of “Mochuelo Alto” and “Mochuelo Bajo” in the Ciudad Bolívar district of Bogotá, D.C., in the Doña Juana Landfill Optimization Project (RSDJ) -phase III- in order to correct the situations of environmental injustice generated in the past on this population. To this end, this research work is divided into five chapters. The first chapter presents the problem statement, the justification for the relevance and pertinence of the study, and its objectives (general and specific). The second chapter specifies the conceptual, theoretical, and legal elements from which the issue of participation in the target population will be addressed. The third chapter defines and structures the methodological design of the research in procedural (stage-by-stage) and schematic terms. The fourth chapter collects and discusses the results around three key topics for the study: (i) the state of global knowledge regarding participatory approaches to urban solid waste management; (ii) the historical conditions of environmental injustice caused by the implementation and execution of the different phases of development of the RSDJ suffered by the inhabitants of the villages of “Mochuelo Alto” and “Mochuelo Bajo”; and, (iii) the proposed community participation guidelines, based on environmental justice, for the RSDJ optimization project - phase III.
