Dichas entrevistas permitieron la sistematización, análisis e interpretación de las significaciones imaginarias, imaginarios instituidos, instituyentes, emergentes y las tensiones que surgen entre la legislación y políticas de la educación inicial con las realidades y prácticas pedagógicas en este ciclo. En las conclusiones se encontró que la garantía al Derecho a la educación implica articular los componentes de acceso, disponibilidad, permanencia y calidad, también, las características de los territorios, particularidades y necesidades de la primera infancia en el que la sociedad, la familia y el Estado son corresponsables de brindar los recursos para su garantía.This research work was developed in the light of the interpretive qualitative approach under the methodology of educational ethnography, implementing the semi-structured interview as the most pertinent information gathering technique to use with the study subjects. These interviews allowed the systematization, analysis and interpretation of the imaginary meanings, instituted, instituting and emerging imaginations and the tensions that arise between the legislation and policies of initial education with the realities and pedagogical practices in this cycle.
