En cambio , otro mal se nos viene encima con las aguas: el lodo, el lodo negro e inmundo que los carretones y el piso de millares de personas forman en nuestras mal adoquinadas calles y carreras, y que sin respeto ni consideración alguna nos salta a la cara, nos azota y echa a perder la vestimenta que tan caro nos cuesta. Una reparación formal necesitan las vías publicas urbanas; y aunque por ahora tal obra es difícil para el Gobierno, podían muy bien los particulares emprenderla por su cuenta, como sucede en Chile y otros países. Bastaría que cada propietario reparara el pavimento de la vía correspondiente al frente de su finca, para que en breve tiempo tuviéramos buenas calles y libertad para andar sin temor a un baño de ducha".
