Decreta el Presidente de la Nueva Granada, Pedro Herrán. Art. 1. Los distritos de presidio que debe haber en la República serán tres y en cada uno de ellos habrá un establecimiento de esta especie de castigo. El primer distrito se compone de las provincias de Bogotá, Mariquita, Neiva, Tunja, Socorro, Casanare, Pamplona y Vélez. El segundo de las de Cartagena, Santa Marta, Riohacha y Mompós; y el tercero de las de Panamá, Veraguas, Buenaventura, Popayán, Pasto, Cauca, Chocó y Antioquia. Art. 2. El presidio del primer distrito estará en la provincia de mariquita destinado a trabajar en el camino de Quindío; el del tercer distrito estará en la provincia del cauca destinado a trabajar en el mismo camino de Quindío. Art. 3. El presidio de segundo distrito continuará trabajando en la provincia de Cartagena mientras recibimos los informes de los gobernadores de las provincias que forman aquel distrito se designa el camino o la obra a que debe ser aplicado el trabajo de presidios. Entre tanto el director continuará disfrutando el sueldo que hoy tiene asignado.
