Se discutió el artículo 58 y se propuso su supresión por parte de la Comisión judicial. Se presentaron distintas modificaciones al artículo 62 sobre la división de los departamentos para la administración de justicia. Se aprobaron los artículos 59, 60 y los incisos 1, 3 y 4 del artículo 61. Se presentó una propuesta de Ospina para el receso del Senado y se solicitó su discusión en otro momento. El artículo 64 fue modificado por Gutiérrez, pero la modificación fue rechazada y se aprobó el artículo original. Se aprobaron los artículos 65 a 71.
