Para la elaboración de este plan de Emergencia y Contingencia se realizaron visitas de observación y se utilizó la metodología para análisis de riesgos y amenazas del IDIGER antes FOPAE; se propuso también la conformación del comité de emergencia, quienes contaran con un procedimiento donde se estipulan las características, funciones y parámetros para la elección de cada uno de sus miembros.
