El periodo de tiempo seleccionado para el análisis, obedeció a la necesidad de identificar continuidades, rupturas y elementos recurrentes en la institucionalización del desarrollo como horizonte del Estado, por lo que la implementación de los planes de desarrollo enfocada a la organización del estado en función del mercado para la denominada “apertura económica marcó el punto de partida hasta el primer periodo presidencial de Álvaro Uribe Vélez, periodo que por su envergadura haría posible la realización de un análisis significativo del tema.
