Se propone crear una red de alcantarillado cubierto con mejores materiales y la mejor forma á la resistencia del suelo y al empuje del agua, el mal consiste en que no se ha hecho estudio técnico, todo se ha hecho a la casualidad y lo que es más notable sin consultar los planos de la ciudad. Todas las alcantarillas tienen diminutas dimensiones que hacen imposible su inspección y limpieza. Todas en general están mal construidas. Publicada por la Revista.
