Luego se definen las instrucciones para El Departamento de Instrucción Pública, Departamento de caminos, de Justicia, el cual incluye a los Médicos oficiales, Cárceles, Panóptico. Posteriormente se anexa el Departamento de Policía con enfoque en Prefecturas e Inspecciones, Alcaldías, Departamento de Beneficencia, junto con Junta de Beneficencia, Material de oficinas e Impresiones oficiales. Finalmente el Departamento de deuda pública que contiene la Deuda Pública y las Rentas generales.
