Para realizar dicha evaluación se tiene en cuenta la normatividad expedida por el Ministerio de Minas y Energía. Si bien la normatividad existe se encuentra vigente, no se había realizado hasta el momento una evaluación que permitiera establecer si las entidades estatales cumplen con dicha normatividad dentro de la cual adicionalmente se encuentra el programa de uso racional y eficiente de energía. Por tal razón surge la necesidad de formular un mecanismo de evaluación dentro del cual se desarrolla además una herramienta de evaluación que permita conocer si las entidades objeto de la normatividad en mención cumplen con la mima. Para llegar a la consecución final de la herramienta de evaluación y mecanismo de evaluación, fue necesario realizar una revisión documental detallada de la normatividad emitida por el Ministerio de Minas y Energía entre otras entidades, para el área de iluminación y en el uso racional y eficiente de energía, con el objetivo de definir los criterios que se emplearían para la evaluación de entidades estatales en dicho aspecto. Posterior a ello, se diseñaron formatos compuestos por una serie de parámetros definidos dentro de tres áreas de evaluación establecidas, mediante los cuales se obtienen resultados numéricos que permiten finalmente mediante el mecanismo de evaluación propuesto, realizar la evaluación del programa de uso racional y eficiente de energía en iluminación (PREEI). El resultado de la evaluación “RE” como se definió en el mecanismo de evaluación propuesto puede ser: “Cumple” o “No Cumple”, dependiendo ello del puntaje obtenido por la entidad en evaluación al aplicar el mecanismo de evaluación propuesto.The evaluation of the program of rational and efficient use of energy in lighting in state entities is carried out based on the need to know if the entities mentioned in Colombia comply with current regulations for lighting.
