Oscar Fernando Torres Colmenares y de la asesoría inicial Externa del Ing. Nelson Gerardo Pérez Aranguren y que por motivo al cambio de administración en el Distrito Capital continuó como Director Externo el PhD. Antonio José Avendaño Arosemena. Este proyecto se ejecutó dentro de las instalaciones de la Secretaria Distrital de Planeación, cuyo objetivo principal se definió dentro de las siguientes situaciones: - El deterioro y alteración de la información en los planos análogos debido al alto nivel de consulta diaria que tienen en la Planoteca. Estos documentos deberían restringirse como documentos históricos para la ciudad. - Inexactitud en los datos que se incorporan sobre los planos análogos, debido a la precisión manual en la escala y medidas que se introducen sobre estos. - La disponibilidad de los planos análogos en digital, permitirá a la SDP, demás Entidades y al ciudadano, consultar la información actualizada para la toma de decisiones, vital para el desarrollo ordenado de la ciudad. Además, esto reduciría los tiempos de consulta para el ciudadano y el tiempo que los funcionarios requieren para trasladarse desde su sitio de trabajo hasta la Planoteca a hacer la consulta directa sobre el plano análogo. Las Actuaciones Urbanísticas definidas en la ley 388 de 1997 son la parcelación, urbanización y Edificación de inmuebles. Este proyecto se fundamentó en el tema de urbanización siguiendo la metodología y el modelo de datos manejado por la entidad.
