The image contains a news about the Decree of September 27, 1844 related to games of chance, which is additional to the Decree of August 13 about public raffles, this being decreed by the President of the New Granada Mr. Pedro Alcantara Herran, mentioning the following: Art. 1. In the public raffles of objects that are of a great value in the judgment of the Governor who grants the permission for the celebration of the raffle, to dispose that the lot is drawn by extracting one by one the numbered balls mentioned in article 24 of decree 13 of last August, and that the lot is the last ball to be drawn, without making use of the unnumbered balls mentioned in article 25. Art. 2. For the provisions of the preceding article to take effect, the following conditions must be fulfilled:
- That all sufficient precautions are taken so that in case of suspending the drawing of the balls, it is completely and notoriously assured that no balls are drawn or introduced in the bag of the balls to be drawn, nor any other fraud is committed.
- That the dispatch of the business of the Governor's Office is not delayed because the Governor is busy presiding over the raffle.
Finally it is signed by Mr. P.A. Herran and the Secretary of the Interior Mariano Ospina.
