Considering: 1° That by ordinance number 45 of 1894 the medical-legal institute was divided into two services: one for expert autopsies and another for toxicological legal chemistry work: that for the first of these services it was ordered that two be appointed doctors, and for the second a chemist, all qualified; and that all three of them practiced legal toxicological chemistry work; 2º That the obligation of doctors to practice toxicology work with the chemist is made almost impossible by the separation of the respective offices into two different premises; due to the multiplicity and frequency of the matters that the two doctors are in charge of and due to the procedures that they frequently have to carry out in the municipalities of the department where there are no doctors or, even if there are, they lack the necessary instruments to carry them out well. their mission, apart from the fact that on some occasions they excuse themselves from carrying out those tasks because they are serious, difficult and, above all, dangerous.
