The image contains news about Ordinance 214 of January 26, 1854, which establishes the municipal regime in Bogotá. In this ordinance, the Provincial Legislature of Bogotá details the provisions for the organization and functions of the Parish Councils, as well as their responsibilities in matters of education, infrastructure, security and road maintenance. Measures are established to ensure compliance with these responsibilities, such as fines for Secretaries who do not comply with certain provisions, and actions are foreseen for districts that do not maintain primary schools. In addition, the management of parish revenues is described and rules are established for their collection, distribution and accounting. The ordinance also details the functions and responsibilities of the Mayors in the executive administration of the district, including the appointment of a Secretary and the possibility of establishing Party Police Stations. In addition, provisions are included for the regime of the Villages, which will be governed by a magistrate called mayor, appointed by the Cabildo of the nearest district.
