La imagen contiene una noticia sobre el comunicado acerca de la higiene que se presenta en Bogotá, pone de ejemplo a Europa con alcantarillas hechas del mejor material impermeable, junto a un caudal de agua suficiente para arrastrar todos los desechos que caen de las diferentes casas, a la par de poseer una hornilla en la cual se produce un fuerte calor para emanar, consumir o transforme con el fuego, se exige un reglamento para establecer condiciones de arrendamiento ya que cada habitación debe tener agua y derramaderos para evitar el arrojar agua sucia a la vía pública.
