The image contains news about the Ordinance of October 14, 1863, Establishing a detailed structure for the administrative management of the city. Dividing the city into four parish districts and delineating its current boundaries, the ordinance defines a framework for the exercise of Legislative, Executive and Judicial powers. The Municipality exercises the Legislative power, with members elected according to the population and with powers that include the police, education, public works, finances and administration of public goods. For their part, the Municipal Chief and the Mayors are in charge of the Executive power, and the Judicial Power is exercised by the Supreme Court of Justice of the Union, the Judges of the Judicial District of the city and the Parish District Judges. The ordinance also establishes specific functions for municipal officials, such as Judges, Secretaries, Clerks and others, each with their defined mandate, powers and responsibilities.
