The image contains news about In a letter dated October 15, 1866, President Tomás Cipriano de Mosquera addresses the Archbishop of Bogotá, Doctor Antonio Herrán, to address the tensions between the Colombian government and the Catholic Church. Mosquera points to the constitutional reforms since 1852 and the establishment of the federal system in 1863, criticizing certain members of the clergy for their hostility toward the government and their resistance to laws such as the confiscation of ecclesiastical property. He accuses the clergy of inciting civil disobedience and promoting war.
