The image contains a news item about the Decree on the pardon to troop individuals, decreed by Mr. Pedro Alcántara Herran, President of the Republic, in which it is stated that the pardon is granted to all troop individuals, from the first sergeant to the lowest ranks belonging to the land and maritime armed forces that have deserted until the day of the promulgation of this decree, without taking into account that the persons to whom said stipulations are addressed are fugitives or serving a sentence. Additionally, it is mentioned that in order for the persons to enjoy said pardon it will be necessary to request it in writing to the Governor or General Commander of the province in which they are located. Finally, it is mentioned that any person requesting such pardon will lose his quality of collaborator within the armed forces, being obliged to serve six years in the army or the navy. Additionally, it is stipulated that it is the duty of the Governors of the provinces as well as of the General Commanders to report to the Secretary of War on the deserters who have been pardoned and those fugitives who do not carry out the mentioned process, who will be prosecuted and judged for such non-compliance.
