Esta ley establece la creación de gobernadores en cada capital de provincia, cuyas atribuciones son similares a las de los antiguos intendentes. También se establecen las cámaras provinciales, que se reúnen anualmente y el número de diputados se determina según la población de cada provincia. Además, se designan los consejos municipales y los jefes políticos para cada cantón..
