The need for all citizens to know their rights is highlighted and the crucial role of the education of youth in this regard is highlighted. It is noted that some parents avoid sending their children to school, arguing that teachers do not attend with the necessary punctuality. Therefore, the directive is issued that in no parish district should tutors of first letters be allowed to dedicate themselves to writing in courts or mayor's offices, nor should they be involved in commissions that divert their attention from their teaching obligations. Mayors are urged to ensure the attendance of all children at school and are warned that any preceptor who fails to comply with this order will be removed from office.
