Abstract

The image contains news about the paragraphs of the constitutional report presented to Congress by the Secretary of the Government. In these paragraphs, two fundamental concepts are addressed regarding governors: as political agents of the Executive Branch and as senior magistrates of their respective provinces. The need to introduce a system that facilitates better administration of the localities is mentioned and the need for a reform that adjusts staffing to the size and complexity of the provinces is mentioned, in order to facilitate the course of public affairs in benefit of society and local interests. Regarding public order, the tranquility that the Republic has enjoyed is mentioned, despite the revolutions attributed to the commitment of the army. News published in El Constitucional.
