Abstract

The radio program "Voices and Regions" of the Directorate for Citizen Participation and Communal Action of the Ministry of the Interior focuses on the participatory budget in the department of Caquetá. In this episode, Representative Leidy García González, president of the Budget Commission of the Departmental Assembly of Caquetá, explains how the presidency of the commission is chosen and its importance in the management of projects with fiscal and budgetary impact. The department's fiscal limitations due to past debts and the need to pay off these debts before being able to invest in social projects are discussed. The importance of citizen participation in the construction of the budget and the challenges that communities face in accessing these processes due to the lack of credibility and knowledge about the rules and procedures are also addressed.
