The image contains news about the project to create a Federal District in Colombia, proposed as a first reform to the national Constitution. This project arises from the requests of several state legislatures, including those of Boyacá, Cundinamarca, Magdalena, Panama and Tolima, which seek to establish a neutral territory for the residence of the high powers of the nation. Provisions are established for the administration and government of the district, including the appointment of executive and police authorities by the President of the Union, the neutrality of the territory in civil conflicts, the supervision of public order by the national Government, and the responsibility of administrative expenses by the State or the Municipality. The project also establishes that the Federal District will not have a legislative representation different from other regions of the State and will require the unanimous approval of the State Deputations in the Senate of Plenipotentiaries to enter into force as a constitutional law.
