The political discourse as a space of convincing, exerts within its dissuasive languages the faculty of thinning the meanings, introducing us to interesting semiotic phenomena where the interpretative processes of the language occupy a reliable field of investigation. This paper analyzed the exclusion languages present in the government program "being pilo paga" that in the discursive assumption aims to provide access to higher education for students who are deficient due to economic issues, but which nevertheless reflects within them processes, Segregating and ambiguous languages and practices. In the theoretical framework the government program is contextualized to continue with an exploration of a conceptual structure on the exclusion, it continued to work a methodological order within the discursive critical analysis that from its orientation allowed to elucidate the semiotic conflicts of the social inclusion against the economic power And political, to conclude with an analysis of results in which the different categories of exclusion found in interpretative forms of the analysis grids were contrasted with the statistics, studies and data that reaffirmed the exclusion languages in the program.
