By 2050, about 70% of the world population will live in cities. For Latin America, that percentage will be 88%. The consequence is a greater pressure and impact on the environment and ecosystem services, present in urban spaces and their regional environment. Cities, for their activities and purposes, are the factor with the greatest environmental impact worldwide. Added to the fact that the current mode of economic and social production prioritizes individual economic gains, over collective social and environmental interests, over nature, over the common future. The symbiotic and dialectical relationship between society and nature is subjected to a constant universal metabolic rupture. Given this context, the present monograph, through qualitative research and its inductive logic, with a grounded theory design; evidences, describes and critically analyzes the paradigms that have guided Urban Environmental Management. Through this reflection, criteria have been drawn up and proposed for the construction of a better and more robust environmental management exercise, leading to the structural solution of environmental problems in the urban space and allowing progress in building a democratic and sustainable city. socially and environmentally for everyone. From its holistic world view, this research constitutes an important argumentative and referential heritage for the development of academic and practical debate on the efficient management of urban environmental problems.
