The image contains news about the Circular of March 17, 1842, issued by the Secretary of State in the Office of the Interior and Foreign Relations of the Republic of New Granada. This circular resolves a query made by the Governor of Bogotá regarding the jurisdiction of the members of the municipal council in the absence of the circuit judge. In response, it is established that the members of the municipal council of the head of the circuit, designated to act as judges of first instance in the event of the absence of the legal judge, must extend their jurisdiction to the entire territory of the circuit, not limited only to the canton that corresponds to the council that appointed them. In addition, it is clarified that the municipal councils of other cantons within the same circuit do not need to appoint members of the municipal council to subrogate the legal judge if they do not have an established court of first instance.
