SESSION OF DECEMBER 13, 1853
On the morning of December 13, one thousand eight hundred and fifty-three, the Deputies of the constituent provincial Legislature met, with a sufficient number of their members. Deputy Mr. Franco Pinzon was the President of the present session. During the session, a draft ordinance related to rations for poor prisoners in this circuit was discussed and approved. In addition, the second debate was opened on the project presented by Deputy Mr. Manuel María Pardo regarding the elections of Council members.
In relation to the same project, different points were discussed and voted on, including the way in which the draw will be verified, the reading and writing requirements to participate in the draw, as well as the procedures for forming juries. The project was approved in parts, with the modifications proposed by the deputies present.
In addition, new provisions and paragraphs proposed by several deputies were incorporated, related to the testing of reading and writing skills, the inclusion of neighboring citizens to form juries, the establishment of lists for elections, among other topics.
During the session, the notary project was also discussed and approved, with modifications to several of its articles. Likewise, other projects related to municipal elections, the creation of new revenues and exclusive privileges for the opening of roads were put into consideration.
Finally, several provincial positions were elected, such as the Vice Governor, first and second appointees. The results of these elections were approved and their respective candidates were declared legally elected to perform the corresponding functions.
In summary, during the session of December 13, 1853, the constituent provincial Legislature discussed and approved several projects related to municipal elections, the creation of new revenues, exclusive privileges and the election of key provincial positions. In addition, the corresponding elections were held to fill several important positions in the province.
