The image contains a news item about an article entitled "El Gran Galeoto" in which they describe the irregular commissions of the Banco Nacional, in which some orders were placed to New York and Paris, which were not dispatched in their entirety or without the stamp. Therefore, Mr. Simón de Herrera dictated that the bills had to pass through the bank first, since without the bank's stamp they would be considered counterfeit. Then, at this time when these acts were verified there was no constitution in force, the national penal code, law 112 of June 26, 1873, which punished with the penalty of a warning and the imposition of a fine, was in force. On the other hand, Law 20 of September 23, 1886 provided that when special issues were to be made in order to exchange deteriorated banknotes, these were to be incinerated as soon as possible.
