Abstract

The image presents a news item about: "Decree No. 31" (temporarily organized by the Public Works Board). The Mayor of the Municipality in the use of his legal powers, and CONSIDERING: 1. That due to the state of the war, the rents ordered by the Board of Works have been reduced; 2.° That even in the event that there were, it would not be possible to undertake works or continue the main ones due to a total lack of workers and materials, DECREES: Art.1.° As long as the state of war subsists, public works in the District are suspended. Art. 2 The Municipal Engineer, his Assistant and the two clerks continue on their salaries, and will be engaged in the preparation of a project for the covered market place, for which they must adhere to the ideas issued on this matter by the honorable Municipal Council and by the Central Hygiene Board, and being able to use what is acceptable from the projects that have been presented for that purpose in the contest as outside of it. Art 3. The plans for the aforementioned square must be completed before next December 31. Art. 4. The salaries earned by the aforementioned employees will continue to be paid by the Treasurer of the Board from the funds collected and with the corresponding imputation.
