The image presents a news story about: "The rains have begun and with them the cleaning of the streets of the city: smallpox, typhus and other pests will take winter barracks, and we will stop assaulting and injuring in broad daylight. Instead, another evil is upon us with the waters: the mud, the black and filthy mud that the carts and the floor of thousands of people form in our badly cobbled streets and races, and that without respect or any consideration jumps us in the face, and spoils the clothes that cost us so much. Formal reparation was needed for urban public roads; and although for the time being such a task was difficult for the Government, individuals could very well undertake it on their own, as was the case in Chile and other countries. It would be enough for each owner to repair the pavement of the road corresponding to the front of his estate, so that in a short time we had good streets and freedom to walk without fear of a shower".
