The Governor assumed office after the death of General Daniel Delgado and highlighted his commitment to maintaining peace and the progress of the State. Despite receiving support from other states, peace was threatened by unrest in Antioquia and Cauca, leading the federal government to declare a state of emergency in Cundinamarca. Efforts were made to ensure free elections and reduce public force.
