Resumen
The inefficiency in reporting systems and maintenance of Bogotá's road infrastructure has significantly eroded citizens' trust in responsible institutions. Despite improvement efforts, persistent issues; including lack of transparency in management, delayed repairs, and absence of accessible technologies for reporting road failures (e.g., cracks, missing manhole covers, or degraded pavements, have fueled social discontent. This problem not only reflects poor public resource management but also directly impacts road safety, increasing accident risks, particularly during rainy seasons. Furthermore, the absence of effective digital tools for civic participation highlights institutional disinterest in promoting social co-responsibility for public space maintenance, exacerbating perceptions of neglect and diminishing citizens' quality of life. This project develops a web-based prototype for reporting, managing, and monitoring pothole-related traffic incidents in Bogotá, aiming to enhance civic participation and transparency in infrastructure maintenance. The prototype features an interactive and accessible interface that simplifies road condition reporting and accident documentation while generating quantitative metrics to evaluate repair efficiency by authorities. Technically, the solution employs a client-server architecture, deployed as a cloud-based PaaS (Platform as a Service) via PythonAnywhere. Leveraging AWS's underlying infrastructure, it utilizes EC2 instances for scalable processing and a Python-specialized development environment for optimized HTTPS request handling and computational resource management for data modeling. This approach ensures high availability, demand-based auto-scaling, and an abstraction layer that simplifies system maintenance. Results demonstrate the value of digital tools for Bogotá citizens in managing, reporting, and tracking pothole-related accidents. The platform provides a reliable technological environment that ensures traceability and transparent access to road condition data. Through georeferencing systems and real-time monitoring, the prototype enables territorial mapping of potholes, helping authorities prioritize urgent interventions while fostering civic co-responsibility in preventive infrastructure maintenance.
