In the session of February 18, 1854, the provincial Legislature of Bogotá met to discuss various issues. First of all, it was decided to suspend the chapter agreement of the Acosta district for ten months due to its inconvenience. This decision was communicated to the Governor of the province. Then, the first debate was opened on the draft ordinance for the suppression of the Ca. Queza eiuretto, but the project was denied after a prolonged discussion.
In the session of February 20, 1854, the project of parrogulile collectors was discussed in the provincial Legislature. In the second debate, article 5 was modified by deleting a sentence and it was decided to modify article 2.0. However, these modifications were denied and the original proposal was approved.
Regarding judicial business, the last part of article 2.9 was approved with a submodification proposed by Mr. Rei. Several proposed amendments to other articles related to judges' salaries and judicial business were also approved.
A communication was received from the Governor sending a printed copy of the municipal constitution and the ordinances issued by the Provincial Legislature of Socorro. The Legislature also considered a report on Mr. Péliz Merizalde's proposal and decided to archive the report.
In addition, notes from Mr. Manuel Medina and Mr. Ciriaco Castro were read. Mr. Medina expressed his satisfaction with his appointment as the first alternate for the position of Representative. Mr. Castro mentioned that he had not received the communication calling for the extraordinary sessions and had not started his trip to the capital for fear of not arriving on time.In the session of February 21, 1854, extraordinary sessions of the provincial Legislature were called to consider matters of urgent need. The draft ordinance authorizing the Governor to create a salaried official in his office's accounting department was discussed. The note from the Governor of the province on the transfer of the northern road was also passed in committee.
In another discussion, a draft ordinance was approved in the first and second debate to authorize the Governor to terminate the monopoly contract for the distillation and sale of liquor. Article 5 of the draft ordinance on parish collectors was discussed and modified. A report presented by Deputy Enrique Díaz on a note from the Governor was also discussed, and the proposal to raise representation to Congress as indicated by the Governor was approved.
