The image contains news about the July 4th Decree in which three prison establishments are proposed instead of the five that existed. The President of New Granada, Pedro Herrán, decrees. Art. 1. There must be three prison districts in the Republic and in each of them there will be an establishment of this type of punishment. The first district is made up of the provinces of Bogotá, Mariquita, Neiva, Tunja, Socorro, Casanare, Pamplona and Vélez. The second of those in Cartagena, Santa Marta, Riohacha and Mompós; and the third from those of Panama, Veraguas, Buenaventura, Popayán, Pasto, Cauca, Chocó and Antioquia. Art. 2. The prison of the first district will be in the province of Mariquita destined to work on the road to Quindío; The one from the third district will be in the province of Cauca destined to work on the same road as Quindío. Art. 3. The Second district prison will continue working in the province of Cartagena while we receive reports from the governors of the provinces that make up that district, the path or work to which the prison work must be applied is designated.
