The image contains news about the objected decree project to carry out the establishment of the Port Village of Bogotá. This decree proposed the acquisition of nine hectares of land on the banks of the Magdalena River to establish the new village. The purchase of the land had to be made for a fair price, or by expropriation if the owner refused to sell, following current legal provisions. It was specified that buyers of plots had to build and plant trees within one year, with the risk of losing the plot if they did not comply. However, the decree was objected to by the State Governor, who argued that there was no need to create a new village, questioning the lack of inhabitants and resources to sustain such an entity. In addition, he pointed out that the provisions of the project violate principles of justice and the state constitution. News published in Gaceta de Cundinamarca. November 6, 1857.
