The Commission is authorized to receive existing patriotic anthems and organize a competition for the composition of a new anthem. Prizes are established for the best lyrics, music and the combination of both. The Commission may also propose merging elements of several compositions and award additional prizes. Conditions are specified for the originality, quality and content of the anthem.
A deadline is set for the presentation of works, with the possibility of extension, and the prizes for the authors of the best contributions are detailed. The Commission has the power to adjust the final anthem by combining elements from different works. The Commission is made up of prominent citizens in the arts and witnesses of republican history. A deadline is established for the opening and closing of work packages, as well as for the awarding of prizes. The Commission may also provide expenses for rehearsals and public performances of the selected works.
