This ordinance establishes the power to the secretary of the Legislature to pass its file to the government with its corresponding inventory, as well as the creation of vice-parishes in the districts where the ordinary administration of the parishes cannot be maintained. In addition, the parish of Facatativá is established as a town and the provision of article 35 of Ordinance 19 is extended to the Town Councils of the towns, cities and vice-parishes. The ordinance also regulates the process of debate and approval of agreements by the Councils, establishes sanctions for failure to comply with municipal duties, and confers new powers to the Governor and the Fiscal Visitors of the province.
