The image shows a news item about the welcome message sent by the Governor of the Capital District to the municipality, in relation to Law 17 of 1905. Said law, in its article 15, grants the executive branch the power to reestablish the municipal council. In compliance with this provision, Decree 106 was issued, by which the municipal council was established, granting it the power to regulate through decrees everything related to the city of Bogotá. In exercise of these powers, the executive branch issued, on May 25, 1905, article 5, by which the Capital District was organized, and article 7, which allowed the creation of an administrative council composed of five main members and five substitutes, appointed by different parties and with full separation of functions with respect to the governorship. This news was published in the Municipal Registry No. 976, on July 1, 1909.
