The governor of the province excites the patriotism of the people of Bogotá and hopes for their cooperation for the greatest solemnity of this festival that, having as its exclusive objective to give incentives to the industry of the country, and to reward virtue and work, cannot and should not be looked upon with indifference by any inhabitant of the province in whose heart the noble sentiments of philanthropy beat."
