The image contains a news item with a message from the Secretary of Government of the Department, Rafael Pinto, issued a note about a tax by the Municipal Registry of Bogotá in July 1893. According to article 348 of the Colombian Police Code, a tax on the employer for debris or materials deposited on public roads. Mr. Cristóbal Díaz requested the suspension of article 6 of Agreement number 5 of the Municipal Council of Bogotá, which establishes that high or cantilever scaffolding must pay a daily rate. He argued that this provision was contrary to the Police Code. The businessman must assume the tax and compensate both the benefit received and the harm caused to the public due to the obstruction of the road or the danger it represents during the repair of a building.
