Says the national voice:
Mr. Cisneros owns two points of half of the Cauca railway; of two thirds of the Antioquia railway two points part of the girardot railway two points of the upper Magdalena steam navigation: of the golden railway two points part of the navigation, of lower Magdalena. and, of the conduction of the Atlantic mail; and, it seems, from part of the Cartagena dike and part of the Bolívar railway.
For each of these companies there have been one or more contracts as one more laws; many executive branch resolutions. It will not be stopping whoever they have an article like the one written by Mr. Cisneros that allows them to deliver the works as they want and when they want, and that forces the Republic to stand idly by, waiting for the years to pass to find out what they were spent on money.
It is true that for some of the companies that the colleague lists, there have been, as was natural, one or more contracts, one or more laws, and some or many, if you will, resolutions of the executive branch.

Dice la voz nacional:
el señor Cisneros es dueño dos puntos de la mitad del ferrocarril de cauca; de las dos terceras partes del ferrocarril de Antioquia dos puntos de parte del ferrocarril de girardot dos puntos de la navegación por vapor del alto Magdalena: del ferrocarril de la dorada dos puntos de parte de la navegacion, del bajo Magdalena . y , de la conducción de los correos del Atlántico; y , s según parece, de parte del dique de Cartagena y de parte del ferrocarril de Bolívar.
Para cada una de estas empresas ha habido uno o más contratos como uno más leyes; muchas resoluciones del poder ejecutivo. No será detenerse quien ellos hayan algún artículo como el que escribe el señor Cisneros con que le permita entregar las obras como quiera y cuando quiera, y que obligue a la República estar Cruzada de brazos aguardando a que transcurran los años para saber en qué se gastaron dineros.
Cierto es que para algunas de las empresas que el colega enumera, ha habido, como era natural como uno o más contratos una o más leyes, y algunas o muchas, Si se quiere, resoluciones del poder ejecutivo.
