The image contains news about the report that the governor of the Province of Bogotá addresses to the Chamber in its ordinary sessions in 1850. In his report, he exposes his duty to render accounts on the state of the province, highlighting the complexity of the administration municipal and affirms that due to lack of time he was not able to dedicate himself in detail to this matter. Even so, he highlights the stability of public order despite political unrest and criticism from the press; according to him, public security has been strengthened due to citizen awareness. The report addresses topics such as primary education, the situation of the Colegio de la Merced and the House of Refuge, mentioning the importance of guaranteeing resources for these institutions. In addition, compliance with provisions related to vaccination is mentioned and the inhumane treatment of those affected by elephantiasis is criticized.
