In the world there is a current interest in the issue of solid waste, because it has become a focus that encompasses not only environmental, but social and economic problems and its development today is so much, particularly because of the impact on health, that special attention has been given and it has been approached with different regulations to address a real solution and consider the problem as something that can still be managed (IDEAM, 2016).
A key year to adequately address this issue was in 1976 thanks to the Earth Summit whose purpose was to give responsibility on waste countries. Even what was discussed there allowed the term Dangerous Waste to be discussed for the first time in the Basel Convention (IDEAM, 2012).
To Colombia, the adoption of what was obtained in said agreement was legislated with Law 253 of 1996, which later allowed the formulation of Decree 4741, which regulates the management of hazardous waste or waste and its prevention. Subsequent to said decree, Resolution 1362 of 2007 allows the regulation on the registration of hazardous waste and that allows to feed and be unified all of the above in a single standard in Decree 1076 of 2015 (Ministry of Environment and Sustainable Development, 2015) .
Accordingly, it is necessary to address the reduction of solid waste with different strategies and that is why the eco-efficiency objectives established in Decree 456 of 2008 arise and, therefore, it is necessary to create a strategy to address them together and replicate them in the District. With this, the Institutional Environmental Management Plan emerges as an instrument to propose and address actions in Environmental Management that allow the fulfillment of these objectives (District Department of Environment, 2019).
