This circular responds to a query from the Governor of the province of Panama regarding the correct execution of the manumission functions by the municipal councils. The Executive Branch specifies that, in accordance with the law of June 25, 1842, the responsibilities previously assigned to the canton manumission and health boards have been transferred to the municipal councils. In the exercise of these functions, the councils must follow the provisions of articles 157 of the law of May 19, 1834, 32 of the law of May 16, 1836 and 17 of the law of June 25, 1842, in addition of the guidelines of the executive decree of July 13, 1835.
