Abstract

Considering the request in which the municipal council of Bogotá requests the reform of article 11 of the decree of September 7 on cantonal administration, which provides that in the canton capitals composed of two or more parish districts the cantonal treasurer exercises the functions of treasurer parish, with respect to each of the districts of which the city or town is composed, taking care not to mix or confuse the accounts or interests of different branches or different districts; and although the reason alleged by the council, which is reduced to stating that the city of Bogotá has revenues that belong to the city in general and not to one of its districts in particular, which cannot and should not be separated, does not persuade the need to alter the article, since it does not order that the income of the city be distributed among the districts, but that the income that is peculiar to the districts not be confused, and that for this reason there is no reason for doubt, nor reason for the article be reformed; however, to obviate the difficulties caused by the intelligence that, it seems, has been given to said article.
