This ordinance establishes the territorial division of the Department into Provinces and Municipal Districts, detailing essential conditions for the legal existence of each District. These conditions include the possession of public buildings, such as the Municipal House and the offices for the Council and the Mayor's Office, as well as the presence of a Church or Chapel and a Catholic Cemetery. In addition, the ordinance defines the process for the erection and suppression of municipalities and the segregation and aggregation of municipal terms. Likewise, it establishes the framework for the appointment and functions of Prefects, Mayors and Corregidors, as well as the responsibilities of Municipal Councils in local administration.
