Resumen
The continuous modification on the processes of territorial intervention found in the national policies of climate change and land use planning intend, through the insertion of efficient instruments, to guide the development of the territory and regulate the use, transformation, and occupation of space to be in harmony with the environment (Castillo, 2019). These policies are oriented to comply with national and international environmental agreements, governed under guidelines and strategies whose objective is that the population adapts to the effects of a changing climate, projects itself in its occupation model and generates strategies for satisfactory climate management programs. To reach this objective, it has been evidenced that the relationships climate, economy, population, and ecosystems are managed in a non-joint way with land management plans, so climate change management recognizes that the regulation of a territory is being complex and ineffective (Calderón & Frey, 2017) at the national level. Given this, the need to create mechanisms or instruments that allow territorial organization based on natural elements is evident. Therefore, the integration of atmospheric basins is proposed as a methodology to generate projections, define methods and territorial procedures in the face of evident changes in environmental variability that Colombia is currently facing, to comply with the proposed regulations and global goals. Thus, considering the atmospheric component, a methodological proposal is proposed to approach the inclusion of elements of the airshed process, which will strengthen the sustainable development approach through objective 11 "Sustainable cities and communities" and objective 13 "Climate action", through the introduction of new lines of action in the management of climate change and in land use plans. Mainly the atmospheric basins will be approached in the analysis, revision and adjustment for the land management schemes and plans, taking as a case study the jurisdiction of Corpoboyacá, according to the land management plans of Tunja, Sogamoso and Paipa. The following research will opt for the qualitative and exploratory approach. This proposal seeks to approach the definition of determining aspects with which land use can be projected in the environmental planning approach, for the management and protection of natural resources that leverage adaptation and mitigation to climate change; through the review of national policies and the introduction of a new instrument such as the airsheds.
