This project authorizes the creation of banks that have the right to issue bonds or banknotes backed by mortgage loans. The project regulates the interest charged by banks, the guarantees of their obligations, and execution procedures. The statutes of the banks must be sent to the Governor for publication, and the obligation to publish the balance of the bank books on a monthly basis is established. La imagen contiene una noticia acerca del Proyecto de ley que permite el establecimiento de Bancos hipotecarios en el Estado de Cundinamarca. Este proyecto autoriza la creación de bancos que tienen el derecho de emitir cédulas o billetes respaldados por créditos hipotecarios. El proyecto regula el interés cobrado por los bancos, las garantías de sus obligaciones, y los procedimientos de ejecución. Además, exonera a los bancos del pago de algunas contribuciones y les otorga protección desde el Estado. Los estatutos de los bancos deben ser remitidos al Gobernador para su publicación, y se establece la obligación de publicar mensualmente el balance de los libros bancarios.
