The image contains a news item about the Decree on the use of the power to commute the death penalty, decreed by the President of the Republic, Mr. Pedro Alcántara Herran, in which it is mentioned that any enforceable sentence may not be approved without the Executive Power has resolved the use of the same, according to what is mentioned in the attribution 12 of article 102 of the Political Constitution of Colombia. Additionally, it is mentioned that in order for the commutation of the capital punishment to take place, the court that pronounces such sentence as a last instance will send the process in a certified document to the Secretary of the Interior. Finally, it is stipulated that when the court of first instance pronounces the death sentence against a convict, this event must be communicated to the Governor of the province and he must inform the Executive Power and other conditions are mentioned in case the sentences imposed to the convicts do not belong to the capital order. Finally, it is mentioned that for the effects of said Decree, the Governor of the province in which the convicted person is located will be notified.
